Press 'Windows-E' to launch File Explorer.
Depending on the manufacturer of your phone and the version of Android that it uses, the correct option may display as 'Turn on USB Storage,' 'Mount,' 'USB Mass Storage' or 'Disk Drive.' After you tap the storage option button, return to the computer. Tap the 'Turn on USB Storage' or similar button. Tap the notification window pull-down menu on the Android screen (also known as the 'Window Shade') and then tap 'USB Connected' or 'USB Connection' depending on which version of the Android operating system you use.
